This accessibility statement applies to Southwark Council’s Local Offer website www.localoffer.southwark.gov.uk 

This website is run by SIAS, Southwark’s Information, Advice and Support service.  We want as many people as possible to be able to use this website. For example, you should be able to:

  • change colours, contrast levels and fonts
  • change the website’s text size
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

SIAS is committed to making the Local Offer website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

  • Non accessible content WCAG 1.4.4 Resize Text: Text in the 'Accessibility Options' toolbar is no longer available at 200% zoom.  
  • Non accessible content WCAG 1.4.10 Reflow:  At 400% zoom and in mobile view (320x256), the 'Show Accessibility Options' button is no longer available.  At 400% the page header covers most of the screen, leaving only a small window to view the page body.  At 400% zoom, the page is frozen and the user cannot scroll down to view the full page content.
  • Non accessible content WCAG 1.3.1 Info and Relationships: On some pages, ARIA parent role not present: tablist
  • Non accessible content WCAG 2.4.7 Focus Visible: The focus is barely visible on the email icon below 'Share this page' in the sidebar.  
  • Non accessible content WCAG 1.4.3 Contrast: The 'Enter keywords' placeholder text in the search bar at the top of the page and 'Subscribe to our newsletter' fields at the bottom of the page do not have sufficient colour contrast.
  • Non accessible content WCAG 1.3.5 Identify Input Purpose: Email address fields need to identify what their purpose is programmatically

We are presently addressing non-accessible content as part of a wider review of the Local Offer website.  

What we are doing to improve accessibility

We are aware that some of aspects of the site are not fully compliant.  We are considering this as part of a wider review of the Local Offer website, including user testing.  We will work with system and content owners with the aim of remedying the site to make it fully compliant by October 2024.

We plan to carry out further testing of the Local Offer website using Silktide’s accessibility checker to support our efforts to make the site compliant with WCAG 2.1

Preparation of this accessibility statement

This statement was prepared on 28th March 2024.

This website was tested in March 2024 by Southwark's SIAS service using Silktide's digital accessibility platform.
